Pet waste

Is there anything I can do to stop a neighbors dog from pooping in a community yard and not picking it up?  I've contacted the animal control about this several times and when they go out to check the neighbor never answers the door. There is over 30 piles of waste out in the yard. Can anyone give me a suggestion on how to fix this?
